Robert Weisberg, a Stanford University law professor, said the judge's ruling left prosecutors with only long-shot options. He called it a strong denunciation of the indictment's legal theories and questioned whether it would make sense to appeal or try again with the grand jury.

"It's an extremely persuasive opinion," Weisberg said.
