Ultimately, "the responsibilty is on a board's shoulders, and it's a heavy responsibility," said Glenn Miles, director of corporate governance projects at the Stanford University School of Law.
Miles said a pension fund needs rigorous conflict-of-interest disclosure policies and, preferably, a system in which whistle-blowers can alert state officials about improper relationships and investments.
