"The New Yorker" quotes Professor Pamela Karlan, who comments on how the drawing of electoral district lines in a manner that discriminates against a political party has become a precise science.

“It used to be that the idea was, once every two years voters elected their representatives, and now, instead, it’s every ten years the representatives choose their constituents,” Pamela Karlan, a professor at Stanford Law School, told me.


“Congressmen are more likely to die or be indicted than they are to lose a seat,” Karlan said.
