Professor Robert Weisberg is quoted in the San Jose Mercury News about the fine a company that installs pipelines has to pay for safety violations that resulted in a massive explosion:
Stanford University law professor Robert Weisberg said criminal penalties of this size normally end up in federal court.
"This is a pretty big matter for a state court," Weisberg said. "The greatest penalty isn't the fine, but the public symbolism in branding (Kinder Morgan) a criminal company."
