The San Jose Mercury News referenced Professor William Gould in a story about a labor dispute in which Santa Clara County allegedly coerced labor groups in quid pro quo deals:
"The county, ironically, relied on veteran labor allies to testify in its defense - most notably Agnos and William Gould, a Stanford University professor specializing in labor law."
Gould testified that it would be an "appropriate and sound bargaining" tactic for the county to bring up binding arbitration during collective bargaining negotiations, which the county acknowledged it did with the nurse and jail officer unions.
