But, like the impeachment proceedings against then-President Bill Clinton in 1998-99, the removal hearing is more a political matter than a legal one, said Bob Weisberg, a Stanford University law professor. That means some of the due process rules that govern criminal trials may not apply.
"It may look a lot like a trial, but it's not," Weisberg said.
