"The fact that the patent office can never finally reject an application is bizarre," said Mark Lemley, a professor at Stanford Law School who has criticized the continuation process. "These changes will not harm legitimate uses, but will get rid of most of the abuses. My concern, if anything, is that it doesn't go far enough."
