"Smart deficit spending invests in infrastructure, supports research in alternative energy, builds broadband access, and develops productive capital resources," said Joseph Grundfest, Stanford law professor and director of the Rock Center for Corporate Governance. "Dumb deficit spending sprays money around without leaving much to show for the effort."
