Stanford Law Professor Pamela Karlan joined PBS NewsHour to discuss why 500 legal and democracy experts are urging Congress to consider proportional representation—a significant increase from 200 signatories who supported a similar letter four years ago.

The growing consensus reflects ...mounting concerns about states repeatedly redrawing congressional districts to maximize partisan advantage. "Nobody can look at that and think that that's a good system," Karlan told PBS.

The real challenge, she acknowledged, is overcoming institutional inertia: "The members of Congress, they know they can get elected from single-member districts, and they don't know necessarily what would happen if we had a proportional system."
